Membership is by nomination alone.

A member proposes a woman she believes belongs in the room. It is a considered act, her own name is in it, and the house reads every nomination in that spirit. Every conversation that follows is held privately.

When a member offers to introduce a woman to the club, the nomination is hers to make. That is what the offer means.
